A panel of sanctions monitors have assessed that the Emad rocket tested by Iran in October was a ballistic missile capable of delivering a nuclear warhead, and hence violated UN sanctions on the country. Iran had earlier denied that its missiles were nuclear capable after the United States, Britain, France and Germany protested against its missile tests in October.
