In a recent indictment, US Special Counsel Robert Mueller has alleged PayPal was used to buy fake advertisements on social media to meddle in the 2016 US elections. The indictment, which charges 13 Russians, claimed false identities were used to open PayPal accounts to pay for the advertisements. The accounts were created using social security numbers of real US citizens.
