The International Criminal Court (ICC) has announced that it is seeking authority to investigate war crimes by the US in Afghanistan and the CIA's role in operating secret detention facilities, called "black sites". Although the US does not recognise ICC's jurisdiction over its citizens, they can be charged with crimes committed in countries like Afghanistan that are members of ICC.
