Condemning the Kathua rape case, National Conference President and former J&K CM Farooq Abdullah has said his party would introduce a law to award capital punishment in such cases if it comes back to power. "Kathua like rapes are happening all over India, just because our government fails to make any stringent law against rapists," the former chief minister added.
