How will Google's internet balloon project work?

Project Loon is an experimental 'moonshot' by Google which aims to beam internet to the ground from helium balloons floating 20 km up in the Earth's stratosphere. The GPS-enabled balloons will carry lighter versions of a cell tower's components and have a coverage area of 5,000 square kilometers each. The project aims to extend connectivity in rural and remote areas.
