In a significant development, Dharwad Rural MLA Vinay Kulkarni has been granted permission to enter Dharwad district solely for the purpose of casting his vote. Kulkarni, who is one of the accused in the Hebballi Zilla Panchayat member Yogishgouda Goudar murder case, has been barred from entering the district by a court order.
